Commander Smith was a ex-White Hat who had made his way up through the ranks and retired as a full Commander. He served in WWII, Korea and Vietnam. In Vietnam Commander Smith was CO of the USS Tioga County in support of the MRF sailors and 9th Infantry Division soldiers.
